Unable to create a folder

Option missing to create a new folder or a folder is not created when clicked on it.

A lot of times due to some third party application or a malware the registry key for creating a new folder is modified or deleted due to which either we are unable to create a new folder or the option to create one is missing. In order to restore the setting, merge the following registry content by saving the same on a notepad as folder.reg:
